What Is the Green Star Fitouts Tool and Why Does It Matter?
The Green Star Fitouts tool is a formal certification pathway through the Green Building Council of Australia (GBCA) that enables the interior fit-out of a commercial space to be independently assessed and rated for its environmental performance. It replaced the former Green Star Interiors tool, broadening scope to better reflect how contemporary fit-outs are designed, procured, and delivered.
The tool is designed for teams working specifically on the interior layer of a building. Unlike a green star building rating, which addresses the base building, structure, and core services, the Fitouts tool focuses entirely on the decisions made within the tenancy boundary: what gets specified, how it performs, and how well it supports occupant wellbeing and resource efficiency.
The tool provides a consistent framework for measuring and recognising sustainable fitouts across a range of project types. It helps project teams demonstrate environmental leadership, improve occupant health and wellbeing, reduce operational impacts and support broader ESG and sustainability objectives. Because it assesses the fitout independently of the base building’s Green Star rating, organisations can pursue certification regardless of whether the building itself has been certified, provided the project meets the tool’s eligibility requirements.
How the Green Star Rating System Works
The rating is built from points across six categories, sitting on top of mandatory Minimum Expectations that every project must satisfy before a rating can be achieved. Once those requirements are met, the project accumulates additional points through elective credits that reflect the brief, scope and specification strategy.
The three rating tiers are:

- 4 Star — Minimum Expectations only. Represents Best Practice.
- 5 Star — Minimum Expectations plus the Climate Positive Pathway plus 20 points from available credits. Represents Australian Excellence.
- 6 Star — Minimum Expectations plus the Climate Positive Pathway plus 45 points from available credits. Represents World Leadership.
The Climate Positive Pathway sits underneath all of this as a required layer for 5 and 6 Star projects: fully electric, powered by renewables, highly efficient, built with lower upfront carbon, and offset with nature where emissions can’t be avoided.
The minimum expectations are:

- Implement site practices that support a reduction in wasted materials.
- Be verified to work and be maintainable over time.
- Provide improved air quality and ensures procurement of low toxin materials.
- Provide good lighting and acoustic comfort.
- Be fully electric.
- Be water and energy efficient.
- Have lower upfront carbon.
- Ensure safe and inclusive site conditions for contractors.
- Be designed to consider the diverse needs of our population
The 6 Green Star Fit Out Credit Categories
The six categories are:
1. Circular
Circular is about designing interiors that can be reused, adapted, or extended rather than stripped out and sent to landfill at end of lease.
Credits sit across five areas: maximising reuse, enabling multiple uses, enabling long life, enabling future reuse, and circularity measurement.

2. Responsible
Responsible covers how the fitout is procured, built, and handed over. It’s the category that most closely maps to the certification paperwork specifiers already handle: EPDs, FSC chain of custody, GreenTag, GECA, and similar third-party product certifications.
Credits include responsible building selection, responsible fitout delivery, responsible handover, responsible procurement, and then product-specific credits for finishes and joinery, partitions, furniture, and equipment and fixtures.
3. Healthy
The Healthy category promotes actions and solutions that improve the physical and mental health of occupants, including credits: low toxin materials, lighting, acoustics, thermal comfort, ergonomics, connection to nature, and amenity and comfort.
Acoustic ceiling tiles and insulation choices are some of the most significant players in this category. NRC and CAC ratings, low-VOC certification, and humidity classification are all documentation a project team will ask for under this category.
4. Positive
The Positive category is built around reducing carbon and resource impact: going fully electric, running on renewables, using energy and water-efficient products, and managing upfront carbon through material selection and offsets.
5. People
People rewards fitouts that contribute to the social health of occupants, factoring in inclusive construction practices, culturally respectful design, and encouraging a safe psychosocial space.
It also covers construction site culture, First Nations Equity (Australia) and Tohu Mauri Ora (New Zealand), procurement and workforce inclusion, and design for equity

6. Leadership
Leadership rewards projects that are innovative, inspiring, and build a vision for the industry. It’s a smaller category and mostly relevant to project teams pushing for a 6 Star rating, which requires 45 points against the 20 points needed for 5 Star.
Green Star Fitouts vs Green Star Buildings
One of the most important distinctions for teams transitioning from familiarity with green star building tools is that the Fitouts rating does not require any relationship with the base building’s performance rating. A tenant in a base building with no existing Green Star rating can pursue full Green Star Fitouts certification on their own terms. Equally, a tenant in a 6 Star Green Star Buildings rated tower cannot assume those base building credentials transfer to their fitout. The two ratings assess different scopes and are assessed independently.

Yes. The Green Star Fitouts tool assesses only the tenant fit-out scope. There is no requirement for the base building to hold a rating, and the base building’s performance does not contribute to or detract from the fit-out assessment.
Each category contains a mix of mandatory prerequisites and elective credits. Projects must satisfy the mandatory credits to be eligible for certification. Elective credits are selected based on what is achievable within the project’s scope and credit strategy.
